It's summer! The kids are out of school, the pools are open, and the last thing anyone wants to think about is... well, school. We're dreaming of road trips, backyard barbecues, and maybe, just maybe, a quiet moment to ourselves. And that's exactly what we deserve!

But here's the reality check, and it's a big one: in Harrisburg, it's peak budget season. While we're making lemonade, our lawmakers are making decisions that will directly impact our public cyber charter schools, and by extension, our children's access to the education that truly works for them.

You see, for thousands of Pennsylvania families, public cyber charters aren't just an alternative; they're the solution. They offer flexibility, personalized learning, and often, a safer, more supportive environment where kids who struggled elsewhere finally thrive. We know this firsthand. The data even shows that a massive 88% of 614 Pennsylvania parents surveyed said they would NOT choose to re-enroll their children in their local school district. That's a powerful statement about what parents truly want!

The money aspect is also huge. Consider this: districts average over $23,000 per student, while cyber charters operate for about $8,000. If that difference applied across all 2 million students in PA, we're talking about a potential $30 BILLION in savings for taxpayers! Yet, somehow, the conversation often twists into cutting the more efficient, parent-preferred option. This isn't about saving money; it's about protecting an outdated system.

So, how can we stay in the fight without sacrificing our summer fun?

Here's an idea: Make it an "Ice Cream & Advocacy" outing!

Grab the kids, head to your favorite local ice cream shop. While they're deciding on sprinkles, take five minutes:

Call your lawmakers Harrisburg office.

Send a quick email.

Remind them that you're a parent, a voter, and you expect them to protect funding for public cyber charter schools. Tell them why it matters to your family.

It takes just a few minutes, but those few minutes, multiplied by thousands of parents, make an undeniable impact. Our lawmakers need to hear from us now, while the budget is still being finalized.

Don't let the summer sun distract from the vital work being done (or undone) in Harrisburg. Let's enjoy our families, but let's also stand up for their future.

In The Headlines

Lancaster County high school student accused of writing bomb threat on bathroom wall

A 17-year-old female high school student from Lancaster County has been charged with terroristic threats after allegedly writing a bomb threat and a death threat on bathroom surfaces at Warwick High School on May 27. While these recognitions may seem harmless—even positive—on the surface, they represent a fundamentally flawed approach to education that the COVID-19 pandemic should have taught us to abandon.

The Hard Lessons We Should Have Learned

The pandemic forced us to confront uncomfortable truths about our educational priorities. For months, we had to reimagine what learning could look like when physical presence wasn't possible. We discovered that education could continue, relationships could be maintained, and growth could happen even when students weren't sitting in classroom desks.

Yet somehow, as we've returned to "normal," many schools have reverted to old habits—including the continuation of perfect attendance awards and the underlying pressure they create.

Health Must Come First

The most glaring issue with perfect attendance culture is how it prioritizes physical presence over health and wellbeing. When we celebrate students who never miss a day, we're implicitly sending the message that showing up matters more than taking care of yourself.

This mindset encourages students to:

Attend school while sick, potentially spreading illness to classmates and teachers

Ignore mental health needs that might require a day of rest or professional support

Push through physical symptoms rather than seeking appropriate medical care

In a post-pandemic world, this approach isn't just counterproductive—it's dangerous.

The Reality of Student Lives

Perfect attendance awards also reveal a troubling disconnect between school expectations and student realities. Many students face challenges that make consistent attendance genuinely difficult:

Chronic illness and disability: Students managing ongoing health conditions may require regular medical appointments or occasional rest days to maintain their wellbeing.

Family emergencies and responsibilities: Some students serve as caregivers for siblings or family members, or face housing instability that disrupts their daily routines.

Mental health struggles: Anxiety, depression, and other mental health challenges can make school attendance difficult on certain days, and forcing attendance can sometimes worsen these conditions.

Economic instability: Students from low-income families may miss school due to housing issues, lack of transportation, or the need to work to support their families.

A Question of Privilege

Perhaps most concerning is how perfect attendance awards often function as recognition of privilege rather than achievement. Students who receive these awards typically have:

Stable home environments with consistent routines

Access to healthcare that keeps them healthy

Parents or guardians who can provide reliable transportation

Economic security that doesn't require them to work or care for family members

Generally good health that doesn't require frequent medical attention

Meanwhile, students facing greater challenges—who may actually demonstrate more resilience and determination just by showing up most days—are overlooked because their attendance doesn't meet an arbitrary standard of perfection.

A Better Way Forward

Instead of celebrating perfect attendance, schools should foster a culture that values the whole student. This means recognizing qualities that truly matter:

Resilience: Acknowledging students who overcome significant challenges to succeed academically and personally.

Kindness and empathy: Celebrating students who support their peers, show compassion, and contribute positively to school culture.

Creativity and innovation: Recognizing students who think outside the box, contribute unique perspectives, or engage in creative problem-solving.

Effort and growth: Honoring students who show improvement, work hard regardless of natural ability, or persist through difficulties.

Community contribution: Appreciating students who volunteer, help others, or work to make their school or community better.

Creating Compassionate Schools

The shift away from perfect attendance awards is about more than changing recognition criteria—it's about fundamentally reimagining what we value in education. Schools should be places where:

Students feel safe taking mental health days when needed

Families don't feel pressured to send sick children to school

Flexibility is built into systems to accommodate diverse student needs

Support is provided for students facing attendance challenges rather than punishment or exclusion from recognition

Moving Forward

The pandemic gave us a unique opportunity to reset our educational priorities. We learned that learning can happen in many forms, that student wellbeing is paramount, and that rigid systems often fail our most vulnerable learners.

As we continue to navigate post-pandemic education, let's make sure we're building systems that support all students—not just those privileged enough to achieve "perfect" attendance. It's time to retire perfect attendance awards and replace them with recognition that reflects the full spectrum of student achievement and character.

Our students deserve better than a system that mistakes physical presence for engagement, that rewards privilege while marginalizing struggle, and that ignores the complex realities of young people's lives. They deserve a system that sees them as whole human beings—not just bodies in seats.

In Harrisburg

Cyber Charter Reform – Statewide Direct-Pay System

Senator Scott Martin advocates for legislation that would reform cyber charter school funding in Pennsylvania by shifting tuition payments from school districts to the state, establishing a statewide tuition rate aligned with operational costs, and promoting financial relief for districts while supporting online learning options for students.

Grow Our Own Educators in Pennsylvania

Senator Carolyn Comitta is championing new legislation to address Pennsylvania’s growing teacher shortage through a “Grow Your Own” Educators program. Waiting for us to stop making excuses and start making calls. Waiting for us to quit complaining at the dinner table and start showing up where it matters.

Your child's education isn't a spectator sport. It's time to get in the game.

The Moment is Here

Right now - not next month, not after the holidays, not when things slow down - lawmakers are making decisions about school choice, charter school funding, and cyber education options. They're in meetings, taking votes, and setting budgets that will impact your child's future.

And most of them haven't heard from you.

They've heard from the unions. They've heard from the lobbyists. They've heard from the bureaucrats who get paid to protect the status quo.

But they haven't heard from the parent working double shifts to make ends meet. They haven't heard from the grandparent raising grandkids who need different options. They haven't heard from YOU.

Five Minutes Can Change Everything

"I don't have time for politics."

I get it. You've got work, bills, soccer practice, and homework to supervise. But here's the thing - this ISN'T politics. This is parenting.

Five minutes. That's all it takes to make a phone call that reminds your representative that real families are counting on them.

Five minutes to send an email that puts a face on the statistics they're debating.

Five minutes to be the voice your child needs when they can't speak for themselves.

Your Homework Assignment (Yes, You Have Homework Too)

This Week - Pick ONE:

Make the Call: Find your state representative and senator. Their numbers are public. Call and say: "Hi, I'm [your name], I live in [your town], I vote in every election, and I need you to support school choice options for Pennsylvania families." That's it. Hang up. Done.

Send the Email: Same lawmakers, same message. One paragraph. "I'm a Pennsylvania parent and voter. My child attends [traditional public/charter/cyber school] and it's working because we had choices. Other families deserve the same options. Please support educational freedom."

Show Up: District offices aren't fortresses. They're usually in strip malls and office buildings right in your neighborhood. Walk in during lunch break. Introduce yourself. Remind them you exist and you vote.

Stop Waiting for Permission

"But I'm not an expert on education policy."

Neither were the parents who fought to get seat belts in cars, or the moms who demanded safer playgrounds, or the dads who pushed for youth sports reforms after injuries.

You don't need a PhD in policy. You need a child who deserves better options.

You don't need talking points. You need your story.

You don't need permission from anyone. You need to remember that in America, THEY work for US.

The Hard Truth About Time

Every day we wait is another day a kid sits in a classroom that's not working for them. Another day a family feels trapped by their zip code. Another day the opposition gets stronger while we get comfortable on the sidelines.

Time doesn't care about our busy schedules. Your child's education window doesn't pause because you're overwhelmed.

The best time to plant a tree was 20 years ago. The second best time is now.

The best time to fight for school choice was when the first family needed it. The second best time is RIGHT NOW.

What Your Lawmakers Need to Hear

Keep it simple. Keep it personal. Keep it real.

"I'm not asking for anything fancy. I'm asking for the freedom to choose what's best for MY child, just like families with money already have."

"Charter schools saved my kid. Cyber school gave my family flexibility we never had. Traditional public school works great for my neighbor's kids. We should all have options."

"I vote. My spouse votes. My parents vote. We remember who stands with families and who stands with bureaucrats."

The Ripple Effect

Here's what happens when you make that call, send that email, or show up at that office:

Your representative realizes parents are paying attention. That story gets shared in meetings. Other lawmakers hear that families are engaged. Staff members start talking about "all these calls we're getting."

Before you know it, you're not just one voice. You're part of a movement.

But it starts with YOU picking up the phone.

No More Excuses

"I don't know what to say." - Say what's in your heart as a parent.

"I'm not good at this stuff." - Neither was anyone else when they started.

"What if they don't listen?" - What if they do?

"I'm just one person." - So was Rosa Parks. So was every parent who ever changed something for their child.

Your Kids Are Watching

They're watching to see if you'll fight for them or just complain about the system. They're learning whether adults keep their promises or just make excuses.

They're discovering if their education matters enough for you to spend five minutes making a phone call.

What lesson do you want to teach them?

The Bottom Line

This is it. This is your moment. Not next week when things calm down. Not next month when you have more time. Not next year when someone else might step up.

NOW.

Your phone is in your hand. Your computer is open. Your district office is ten minutes away.

Your child's future is waiting for you to stop watching from the sidelines and start fighting on the field.

The standard is the standard, Pennsylvania. And right now, our standard is that every family deserves educational freedom.

Make the call. Send the email. Show up.

Your voice matters. Your vote matters. Your time is NOW.

Get off the sidelines. Your kids are counting on you.

In Harrisburg

Upcoming House Committee Meetings

06/02/2025 10:00 AM Education Room 60, East Wing

School District Reorganization Study

Representative Greg Scott has circulated a memo highlighting the need for a study on the reorganization and potential consolidation of Pennsylvania’s 500 school districts. Backpacks are getting zipped up one last time, and calendars are shifting from assignments to summer camps, cookouts, and travel plans.

But here’s a powerful truth we believe at Candy Apple Advocacy:

Learning doesn’t stop. It evolves.

Summer is not a break from learning — it’s a break from the routine of learning.

And that’s a beautiful opportunity.

💡 Why Summer Learning Matters

In the classroom, learning follows a schedule. But during summer? It follows curiosity.

It’s not about lesson plans. It’s about life plans.
When students read a book under a tree or solve real-world math while shopping with you at the grocery store, they build skills that go far beyond test scores.

These moments create lasting impact — because they’re real.

🔎 How to Keep Learning Alive (Without Spending a Fortune)

You don’t need a fancy camp or expensive subscriptions. You just need intention — and a little creativity. Here are some simple, high-impact ways to spark learning this summer:

📚 Read Together, Regularly
Library cards are free. So are family read-alouds. So is letting your child pick a book that excites them. Reading builds confidence — and connection.

🧮 Practice Real-World Math
At the grocery store? Have them add up prices. Planning a trip? Let them estimate mileage or budget. Numbers matter more when they’re connected to real life.

🏛 Visit a Local History Site
Pennsylvania is rich with stories. Find a historical marker, battlefield, or museum. Better yet, let your child be the tour guide and do some research beforehand.

🌱 Start a Garden
You don’t need a backyard. A windowsill will do. Watching something grow — from seed to sprout to bloom — is hands-on science, patience, and reward all rolled into one.

🏛 Meet a Lawmaker
Civic engagement doesn’t begin at 18 — it begins with a visit. Many lawmakers welcome summer meetings with students and families. Let your child ask a question. Let them see how change begins with voice.

👨‍👩‍👧‍👦 Summer is a Family Affair

Remember — learning doesn’t just happen to kids. It happens with them.

Engaging in these experiences as a family not only teaches lessons...
It builds values.

👉 Values like curiosity, confidence, critical thinking, and compassion.
👉 Skills that can’t always be measured — but are always remembered.

🗣 Let’s Keep Learning Loud

At Candy Apple Advocacy, we believe in every child’s right to grow — in school, out of school, in every zip code, and at every age.

So this summer, let’s stay engaged.
Let’s plant seeds of knowledge — and watch them bloom.

And when the new school year begins again?
We won’t be starting over.

We’ll be building forward.

Share

In Harrisburg

Grading enhancement for the illicit sale of noxious substances to minors.

Representative Jeff Olsommer intends to introduce legislation that would elevate the penalty for selling noxious substances, such as nitrous oxide, to minors when there is reasonable suspicion of illicit use, from a third-degree to a second-degree misdemeanor. In response, local districts and colleges are implementing innovative programs to encourage and prepare new educators, such as immersive high school teacher experience programs and partnerships between community colleges and universities aimed at training and retaining teachers within their communities.

PA Cyber Charter leaders try to stop students from advocating for their teachers

At a contentious Pennsylvania Cyber Charter School board meeting, students advocating for better teacher pay and union contract negotiations faced efforts by the board president and possibly the CEO to shut down their comments. Despite initial attempts to block student voices, several students eventually spoke out in support of teachers, highlighting the profound impact educators have had on their lives. The dispute reflects broader tensions regarding the board’s spending priorities, union negotiations, and transparency, with legal experts debating the board’s right to limit public comment on such issues.

Penn Hills School District's proposed budget includes no tax increase

The Penn Hills School District's proposed budget for the upcoming year does not include a tax increase, aiming to manage expenses while maintaining current service levels. The fire was quickly extinguished by another student using water, and no injuries were reported. The incident occurred around 7:44 a.m. on May 9, and police stated that charges will be filed against at least one student involved due to the dangerous actions that caused damage to the bus floor.

Study Shows Spending Soaring, Test Scores Falling in PA Public Schools

Despite record-high education spending in Pennsylvania, including over $23,000 per pupil and a total expenditure of $38.6 billion for 2023–24, student achievement remains poor, with many students failing to meet proficiency standards in math and reading. education funding in Pennsylvania. Meetings with Auditor General Timothy L. DeFoor and Budget Secretary Uri Monson provided invaluable insights into the current challenges and potential paths forward.

My conversation with Auditor General DeFoor highlighted the pressing need to modernize our school funding model. His perspective as the state's fiscal watchdog brought a sharp focus to the inefficiencies and inequities that persist. His conviction that a one-size-fits-all approach doesn't serve our diverse student population resonated strongly. We discussed the importance of moving beyond entrenched battles between different types of schools and centering our efforts on what truly benefits the students and the taxpayers
<div day.

Your child's story—told in your voice—can move mountains that money and politics can't touch.

But first, let me be brutally honest.

I used to think "advocacy" meant signing someone else's petition or forwarding a pre-written email. I'd check that box and feel like I'd done my part. Maybe you've been there too.

I will never make that mistake again.

THEY DON'T KNOW YOUR CHILD

Last month, I sat in a representative's office, one dad among a group of "concerned citizens." Everyone brought talking points. Statistics. Policy arguments.

Then another parent pulled out their phone and simply showed a picture.

"This is my child," they said. "They were struggling every day until we found a school that actually understood them. Now they're thriving. But our family is sacrificing everything to keep them there."

The entire mood of the room changed. The staffer who had been half-listening was suddenly taking notes.

That's when I realized: They don't need more policy experts. They need to hear YOUR story.

YOUR VOICE IS IRREPLACEABLE

Think about it:

Lobbyists have money

Special interests have power

Politicians have agendas

But only YOU have your child's story.

No one else knows:

How your daughter's eyes light up when she finally understands a concept

How your son cried in the car after another terrible day at a school that couldn't meet his needs

What you've sacrificed to give your child the education they deserve

The dreams you have for their future that depend on these choices

These stories—YOUR stories—can't be dismissed with talking points or buried in committee.

STOP WAITING FOR PERMISSION

Here's the hard truth: No one is coming to ask for your story.

The system is designed to make you feel small. To make you believe that education decisions belong to experts, not parents.

That's a lie.

Your voice matters. Your story matters. Your vote matters. And no prepared statement, form letter, or mass email will ever match the power of your authentic experience shared directly and repeatedly.

THIS ISN'T A ONE-TIME THING

Relationships change everything. And relationships aren't built through one email or phone call.

When my kids needed a different learning environment, I didn't just reach out once. I became unforgettable:

I tagged our representatives in weekly social media updates about my kids progress

I sent a 3-sentence email often about how school choice affected our family

I scheduled a meetings to their local office once a month

I invited them to see my child's science fair project, basketball game, and band concert

My son's education wasn't a "policy position" to me. It was our life. And I made sure they knew it.

DON'T KNOW WHAT TO SAY? START HERE:

Who is your child? Not just their age and grade, but who are they really? What lights them up? What do they struggle with?

Why does educational choice matter for YOUR family? Not in general terms, but in specific, personal ways.

What's at stake? What happens if your child gets—or doesn't get—the educational options they need?

What do you want your representative to do? Be specific but keep it simple.

That's it. No policy expertise required. No fancy language needed.

BECOME UNFORGETTABLE

Don't be just another email in an inbox. Become the parent they remember:

Share a 30-second video of your child explaining what their school means to them

Create a one-page "profile" of your child with a photo and their story

Invite them to see what this education option has made possible for your child

Follow up consistently so they know this isn't a passing concern

DAD JOKE BREAK

Why did the parent become an advocate for school choice? Because they were "SCHOOLED" in what really matters!

(My kids tell me my jokes need remedial education...)

THIS ISN'T JUST ABOUT TODAY

Let me be crystal clear: Staying silent isn't neutral. It's costly.

Every day parents don't speak up is another day decisions get made without your input. Another day the system assumes you're satisfied with limited options. Another day your child might not get what they desperately need.

But your story—told consistently, authentically, and directly—changes the equation.

THIS WEEK'S CHALLENGE

Before my next post, I want you to do THREE things:

Write down your child's educational story in 300 words or less. What matters most? What's at stake?

Share that story publicly in at least ONE place—Facebook, at a school board meeting, in an email to your representative, or in a conversation with another parent.

Tag me when you share it @malliard, or forward me your email candyappleadvocacy@gmail.com . I'll feature some of your stories (with permission) in my next post.

Remember: This isn't about being polished. It's about being real. Your child. Your family. Your authentic voice.

The most powerful advocacy tool isn't a talking point. It's a parent who refuses to be silent about their child's future.

Let's get loud, Jim Malliard

P.S. Need help crafting your story? Email me at candyappleadvocacy@gmail.com with "STORY HELP" in the subject line.
